Regulating Efficient and Sustainable Cooling in Dubai

Cooling is essential to life in Dubai. It represents almost half of the Emirate’s total electricity demand, making it one of the most important services supporting our residents, businesses, and visitors. Ensuring that cooling is reliable, affordable, and energy-efficient is therefore central to Dubai’s long-term sustainability goals. As part of Dubai’s transition to Net Zero, the RSB oversees and regulates the cooling sector to drive improvements in energy performance, fairness in pricing, and quality of service. District Cooling, which now delivers more than 20% of the city’s cooling needs, plays a key role in achieving these goals. Our regulation supports a thriving and transparent market where developers, investors, service providers, and customers can all benefit from the advantages that efficient cooling systems offer.

Regulatory Framework

Legislative Framework

District Cooling Services in Dubai are governed by Executive Council Resolution (6) of 2021, which requires any organisation wishing to operate District Cooling or provide Billing Services to first obtain a permit from the RSB.

In addition, Executive Order 27 promotes sustainability in District Cooling by:
•    Encouraging the use of recycled water, and
•    Requiring thermal energy storage in large cooling plants to reduce peak electricity demand.

Regulatory Documents

To support transparent and effective oversight, the RSB has issued a series of Regulatory Documents that together form Dubai’s District Cooling regulatory framework. 

These documents provide a clear line of sight from policy and strategy to practical requirements, ensuring that the sector contributes to the wider goal of sustainable cooling for Dubai.

Permits

There are three types of permits issued by the RSB:

1. District Cooling Permit - For operators providing chilled water to multiple buildings or developments.

2. Single Building District Cooling Permit - For smaller systems serving a single building, where customers are billed based on individual usage.

3. Billing Services Permit - For companies that provide billing services within buildings, including metering, invoicing, and customer account management.
